Born in Washington, D.C., the son of the late William C. and Emma Julia Dougherty, he came to Norfolk as a small boy and had made his home here ever since. He was educated at the Gatewood Private School in Berkley. At the time of his death he was president of the Atlantic Permanent Building and Loan Association of Berkley, president of the People's Insurance Agency, and secretary-treasurer of the Norfolk-Berkley Bridge Corporation. At one time he was vice president of the Continental Trust Company. He was a director of the Family Welfare organization for a number of years, and a member of the Norfolk School Board from 1908 to 1920, serving as its chairman for the last six years of his tenure. He was actively affiliated with various civic clubs and the Association of Commerce, and was active in the Community Fund. He was one of the city's most prominent churchmen, being an active lay leader from his church, the Memorial Methodist Church, where he taught a men's Bible class for nearly 50 years. He was also a lay leader representing the city's Methodist churches. He is survived by his wife, Mrs. Bessie Dougherty; two sons, Lieut. Col. Hugh L. Dougherty, USA, and Charles Gibbs Dougherty; and two daughters, Mrs. Irving Wicks, and Mrs. Edward Evett, all of Norfolk. Mr. Dougherty is also survived by two half-sisters; Mrs. Ernest Cunningham, of Kingsport, Tenn., and Mrs. E.V. McGehee, of Norfolk. ****************** William Brewer Dougherty -- Funeral services for Mr. Dougherty outstanding churchman, business man of this section for the last fifty years, will be conducted in Memorial Methodist Church this afternoon at 4 o'clock. The Rev. C.E. Green, pastor of Memorial church, of which Mr. Dougherty was steward, layreader, Bible teacher, and chairman of music committee, will be assisted by Dr. W.C. Gum, district superintendent of Methodist churches in the Norfolk area, and the Rev. William P. Watkins, pastor of the Ghent Methodist Church, at the services. Churchmen and business men from Norfolk, Portsmouth and surrounding communities will be in attendance. Burial will be in the family plot in Magnolia Cemetery.
