Dugan, 81, general superintendent of Norfolk Southern Railway Co. from 1905 to 1939, died Saturday in Chicago. A native of Mauck Chunk, Pa., he worked as a telegraph operator and dispatcher for Lehigh Valley, Canadian Pacific and Southern railroads before joining Norfolk Southern in 1905. His parents were H. B. and Mrs. Margaret B. Dugan. He resigned from Norfolk Southern in 1939 to become a member of the National Railroad Labor Board in Chicago. He stayed as southeastern member of the board until his retirement in 1960. For many years he was a member of Norfolk Elks Lodge 38 and Eastern and Southern Association of Car Service Officers. Surviving are his widow, Mrs. Catherine Walsh Dugan; two sons, William H. Dugan and John C. Dugan of Chicago; and three daughters, Miss Monica D. Dugan and Mrs. Catherine A. Burgin of Chicago and Mrs. Rosemary Kelly of Washington. The body will be sent to H. D. Oliver Funeral Apartments, where a funeral service will be held Thursday at 10:30 a.m. Burial will be in St. Mary’s Cemetery.
