Bute street, after a relatively long period of illness. Mrs. Foster, the widow of the late John E. Foster, was among the first colored nurses to practice in Norfolk, coming to this city in 1900. Born in Goldsboro, NC, where she received her early education, she was graduated from nurse training at Dixie Hospital, Hampton VA. For about 20 years, she was an attendance officer in the public schools here, with an office in the School Board Building. She was also a familiar figure as a night school teacher of nursing for many years. Her classes were held at the local high school. She was a dutiful member of Bank Street Baptist Church for many years and was active in various civic organizations. In April 1948, the pioneer nurse was honored at a testimonial given by the Norfolk Community Hospital Board. Mrs. Foster was highly regarded by the children with whom she came in contact as an attendance officer. Of them she used to say: “I find that most children do not stay out of school just because they want to be truants but usually because of conditions over which they have no control.” The quality revealed here - a deep understanding of the community and its social problems - is among those things for which Mrs. Foster will be best remembered.
