Foster, aged 73, son of the late Maj. William E. and Ida Montague Foster, died Friday night at National Soldiers' Home, Hampton. He was a veteran of the Spanish-American War. Surviving him are one brother, C. L. Foster, of Norfolk, two nieces, Miss Page Foster, of New York, and Miss Mary Custis Foster, of Mount Holyoke, Mass., and one nephew, Edward L. Foster, of Norfolk. Services will be held at H. D. Oliver's funeral apartments, 610-612 East Freemason street, tomorrow afternoon at 4 o'clock. The Rev. H. H. Covington, D.D., rector of St. Paul's Episcopal Church, will officiate. Interment will be in Elmwood Cemetery.
