Charles E. Francis, who was found dead in bed at his home, 1132 Graydon avenue, early Monday morning, will be conducted at H. D. Oliver's Funeral Apartments, 610-12 East Freemason street, this afternoon at 3 o'clock. The Rev. B. M. Persinger, pastor of Epworth Methodist Church, and Chaplain W. E. Callender, of the United States Public Health Service Hospital, will officiate. Burial will be in Elmwood Cemetery. Mr. Francis' death was attributed to a heart attack, the third that he had suffered within recent months. He is believed to have been dead several hours when found by his son-in-law, Harry Oliver Cheshire, who had gone into his room to talk to him. Occurring on the eve of yesterday's general election, Mr. Francis' death precipitated a scramble for the office of city sergeant, with five candidates in the field. A native and lifelong resident of Norfolk, Mr. Francis was active in the political life of the city for many years. Before being elected city sergeant eight years ago, he had served as deputy commissioner of revenue for nearly 30 years. Also, he was active in fraternal circles, being a member of the B. P. O. Elks, the Knights of Pythias and the Shrine. Flags over city government buildings were at half-mast yesterday, in token of mourning over Mr. Francis' death.
