Freeman, 92, Norfolk Civil Engineer Arthur C. Freeman Sr. of 6225 Powhatan Ave., a retired civil engineer and a member of an old Norfolk family, died Tuesday in a Virginia Beach Nursing home. Freeman, who was born Oct. 31, 1879, in the family homestead on West Freemason Street near Boush street, retired in 1948 after half a century in his profession. As a consultant engineer, he designed the old iron bridge that spanned the Elizabeth River from Main Street in Norfolk to Berkley. It later was razed and replaced by the present bridge. He was an engineer consultant for many subdivisions in the area, including Lochhaven and Ballentine Place. He was the chief engineer who designed the Little Creek boat harbor. In 1906 he made an official survey of the Albemarle & Chesapeake Canal. A lifelong resident of Norfolk, he was the husband of the late Mrs. Elsa Steinbeisser Freeman and a son of Arthur Clarico and Mrs. Emma Blow Freeman. He was an 1893 graduate of the old Norfolk Academy. He graduated in 1897 from Virginia Military Institute and a year later took his B.S. degree in civil engineering at VMI. He was one of the few to earn two degrees from VMI. During World War II he was district engineer for Maritime Administration shipyards at Seattle, Wash., Jacksonville, Fla., and Providence, R.I. He was a member of American Society of Civil Engineers, American Society of Professional Engineers, and Society of Naval Architects and Marine Engineers. He was a charter member of Norfolk German Club, one of the early members of Norfolk Boat Club, and a member of Christ and St. Luke's Episcopal Church and Owens Masonic Lodge. Surviving are two daughters, Mrs. Harold Webster of Gasburg and Mrs. William Reed of Virginia Beach; a son, Arthur C. Freeman III of Norfolk; and eight grandchildren. A private memorial service will be held Thursday at 2 p.m. in Cedar Grove Cemetery by the Rev. A. Heath Light. H.D. Oliver Funeral Apartments has charge.
