Freeman III, 64, of the 200 block of John Pinckney Lane, a retired director of utilities for the City of Norfolk, died Aug. 19, 1990, in a hospital. Mr. Freeman, a Norfolk native, became the city's first director of utilities when the post was created in 1969. He retired in 1976. He was a member of Bruton Parish Episcopal Church, served on the Williamsburg Planning Commission and was president of the Norfolk Civic Ballet. He was a Red Cross case worker and a docent with NASA. He was a graduate of Virginia Military Institute and had served in the Air Force. Survivors include his wife, Frances Rucker Freeman; a son, Arthur C. Freeman IV of Williamsburg; two sisters, Dorothea F. Webster of Littleton, N.C., and Virginia F. Reed of Virginia Beach; and two grandchildren. The graveside service with military honors will be conducted at 2 p.m. Wednesday in Elmwood Cemetery in Norfolk by the Rev. Jonathan Hubbard. Friends may join the family from noon to 1:30 p.m. Wednesday in H.D. Oliver Funeral Apartments, Norfolk.
