Mr. Garrett was born in Mansfield, Ohio. He had retired from the Norfolk Naval Shipyard, Shop 41, after 22 years. He was a member of Kingdom Hall of Jehovah's Witnesses in Great Bridge. Survivors include his wife, Catherine Cornette Garrett; a daughter, Catherine A. Garrett of Virginia Beach; two sons, Herbert V. Garrett of Chattanooga, Tenn., and James E. Garrett of Chesapeake; four sisters, Margaret Boswell, Lillian Brickhouse, Marjorie Wroten and Anna Webster, all of Chesapeake; eight grandchildren and 11 great-grandchildren. The funeral will be conducted at 2 p.m. Saturday in Kingdom Hall of Jehovah's Witnesses, 681 Oak Grove Road, by Elder Roy Austin. Burial will be in Forest Lawn Cemetery, Norfolk. Friends may join the family from 6:30 to 9 p.m. today in Hollomon-Brown & Snellings Funeral Home, Great Bridge Chapel. Memorial donations may be made to Hurricane Andrew Relief Fund, c/o the church.
