Mrs. Gibney, a Norfolk native, was the widow of Frederick A. Gibney. She was instrumental in founding the Teen Center in Great Bridge which later became Oak Grove Community Center. Survivors include three daughters, Louise G. Bates of Englewood Fla., Alethia G. Crutchlow of Seaford and Olive G. Browning of Virginia Beach; eight grandchildren and 13 great-grandchildren. The funeral will be conducted at 2 p.m. Friday in Twiford Colonial Chapel, Great Bridge, by the Rev. Nelson Hodges. Burial will be in Elmwood Cemetery, Norfolk. Friends may join the family from 7 to 8:30 p.m. Thursday in the funeral home and other times at 232 Hall Drive.
