W.H. Hancock, Widely Known Berkley Resident, Dies At 70 Former Councilman and Harbor Supervisor Was Stricken Fatally Wednesday Capt. William Harrison Hancock, aged 70, one-time member of the Berkley and Norfolk City councils, and who served on the local board of improvement in Norfolk, as harbor supervisor and who conducted a towing business in the harbor, died yesterday at 12 o'clock noon, as the result of a heart attack. Captain Hancock was serving on the council under the Straightout Democratic movement when Berkley was annexed to Norfolk. He later was elected to the Board of Aldermen of Norfolk where he served two terms or until Norfolk reduced its councilmanic body to a board of control and was eliminated along with quite a number of other council men when the change took place. He also served as a special harbor supervisor during the World War, a position created to protect the harbor from encroachments when land became valuable at that time. For many years he was engaged in the towboat business in the harbor, owning at that time several tugs. Captain Hancock was active in politics for a number of years and served the Democratic party in an advisory capacity and was held in high esteem by the leaders of the party who were anxious to seek his counsel and support. Captain Hancock had enjoyed good health until a few months ago when it began to decline, but continued to look after his affairs. He was out on duty Wednesday when he was taken suddenly ill about noon. He died at his residence, 209 East Indian River Road. He was a son of the late Isaac and Elizabeth Sutton Hancock and a native of Cape May, N.J. He had made his home in this section for the past 45 years. Surviving him are his wife, Mrs. Jennie Proctor Hancock; one daughter, Mrs. Tom Woodhouse, of Virginia Beach; two sisters, Mrs. John Platt, of Palmyra, N.J. and Mrs. Ed Howell, of Seabright, N.J.; one brother, John Hancock, of Seabright, N.J. and two grandchildren. Funeral services will be conducted at the residence Sunday afternoon at 2 o'clock. Interment will be in the family lot in Magnolia Cemetery.
