Harper, of the 1000 block of Fairlawn Ave., died Nov. 26, 1995, in Sentara Leigh Hospital, Norfolk. Mr. Harper, a retired U.S. Postal manager, worked for the U.S. Postal Service for 40 years. He had been retired for 14 years. He was a native of Essex, N.C., and a member of St. Johns's A.M.E., Norfolk, where he was a former steward. He was a member of Hiawatha Social and Beneficial Club and The Retired Men's Leisure Club of Tidewater. He was a World War II veteran. Survivors include his wife, Marguerite L. Harper of Virginia Beach; two daughters, Marguerite H. Scott of Apex, N.C., Carol D. Harper of Columbia, S.C.; one son-in-law, Howard Scott; five sisters, Mellesenah Young, Odelia Harrison, Pearl Harper, Camilla Wheelock, all of Norfolk, and Tola Epperson of Atlanta; one brother, the Rev. Nathanial W. Harper of Wichita, Kan.; two grandchildren, Ronald H. Scott and Kim M. Scott, both of Apex; nieces, nephews, and cousins. He was predeceased by his parents, Tola B. Harper and Arthur Harper. A memorial service will be conducted at noon Thursday in St. John's A.M.E. Church, Bute St., Norfolk, by the Rev. I.W. Knight Sr. Burial will be in Calvary Cemetery .
