Russ was born on August 27, 1941, in Roanoke, Virginia, and raised by adopted parents, Otie Pearl Nuckols and Able Delaney Harr. Upon graduating from William Fleming High School in 1959, he joined the Navy as an Electrician’s Mate. During his naval career, Russ rose to the rank of E-7, Chief Petty Officer, before retiring with an honorable discharge. Following his discharge, Russ attended Tidewater Community College and received an A.A.S. degree. He also worked for American GFM and Southeastern Public Service Authority as an electrician, where he was well respected by both his co-workers and supervisors. Russ was preceded in death by his birth mother, Virginia Harr Lucas and his adopted parents, Otie Pearl Nuckols and Able Delaney Harr, his siblings – John Alan Harr, Charlene Lucas Long, Phillip Wayne Lucas, Charles (Buddy) Dean Lucas, Catherine Irene Lucas, Guy Allen Mark Lucas, his first wife, Joe Ann Jones Harr, and his second wife, Corinne Decker Harr. Russ is survived by his sister, Golda Lucas Robinson, his two children with his first wife (Joe Ann): Kim Evelyn Otie Harr and Robert Dee Allen Harr and his step-children with his wife (Corinne): Antionette Toni Basham, Angela T. Rockwell, and William W. Tull. He is also survived by many grandchildren and great-grandchildren. During his youth, Russ enjoyed motocross racing. By the age of fourteen, he was working on cars and he continued to work under the hoods of vehicles until his health prevented him from doing so. Russ was an avid reader, one who loved to discuss and recommend authors and their books to family and friends. He was the type of man who never met a stranger and was quick to help those in need. Funeral services will be held on April 6, 2024, at 11:00 AM, at First United Methodist Church, 3031 Luxembourg St., Norfolk, VA 23509. Interment will follow at St. Mary’s Catholic Cemetery, 3000 Church St, Norfolk, VA 23504.
