A native of Norfolk, she was the daughter of the late Wilson Samuel and Margaret Shiner Decker. She was a graduate of Norfolk Catholic High School and was retired from the United States Civil Service working on the naval base for over 30 years. She was a longtime active supporter and member of Blessed Sacrament Catholic Church. She was an accomplished pianist and had achieved many things in her life but was most proud of her family. Mrs. Harr was a woman of great strength, and a very gracious and charitable woman. She loved her family dearly above herself and made her home a refuge for others. She showed kindness and compassion to all those she came in contact with and her memory will live on in the hearts of all those she touched. Mrs. Harr is survived by her husband of 25 years Russell L. Harr of Norfolk; her children Antoinette Margaret Basham and husband Clyde Leon, Angela Theresa Rockwell; and son, William Wilson Tull and wife Kimberly; step children Kim Harr and Robert Harr; 16 beloved grandchildren and 10 precious great-grandchildren. She was predeceased by her eldest son George Michael Rockwell, and her brothers Gerald and Cameron Decker. A Funeral Mass will be celebrated at Blessed Sacrament Catholic Church in Norfolk on Monday at 11:30 a.m. with Father Joseph Metzger officiating. Burial will follow at St. Mary's Catholic Cemetery. The family will receive friends in the Norfolk Chapel of H.D. Oliver Funeral Apts.
