Herbert and a native of Norfolk, died Wednesday in his home. He was retired as public works superintendent at Little Creek Naval Amphibious Base. He was a member of Emmanuel Episcopal Church, Coast Guard Auxiliary Flotilla 54, and charter member of Naomi Masonic Lodge 87. Other survivors include a daughter, Mrs. Mildred H. Carmine of Chesapeake; four sisters, Mrs. Virginia Herbert Nye of Norfolk, Mrs. Elizabeth Pender and Mrs. Dorothy Pearson of Virginia Beach, and Mrs. Maude Conway of Fredericksburg; two brothers, Edward H. Herbert and Ransom D. Herbert of Norfolk; and three grandchildren. A funeral service will be held Saturday at 10:30 a.m. in Emmanuel Episcopal Church by the Rev. Michael Vermillion. Burial will be in Elmwood Cemetery with H. D. Oliver Funeral Apartments, Norfolk, in charge. Masonic rites will be at the grave. Memorial donations may be made to the building fund of Emmanuel Episcopal Church. The family will be at his home.
