Mr. Hobbs was born in Norfolk and retired from Yorktown Naval Weapons Station. He had been a supervisor at Norfolk Naval Station's public works center and was a member of Bayside Christian Church. He was former president of the Public Works Center federal credit union and toastmasters international club and the Naval Weapons Station Employee's Federal Credit Union. He was former charter president of the weapons station's Naval Ordinance Toastmasters Club. He was a member and master councilor of Norfolk Chapter, Order of the DeMolay. Survivors include a son, Cecil E. Hobbs Jr. of Virginia Beach; a sister, Inez H. Moore of Virginia Beach; a brother, E.W. Hobbs of El Cajon, Calif; and two grandchildren. A memorial service will be conducted at 2 p.m. Monday in Bayside Christian Church by the Rev. David Humphreys. Burial will be private. Memorial donations may be made to the church organ fund.
