Born May 9, 1940 to the late Curly and Mamie Howlett, he was the seventh of nine children and the best looking one out of them all. Also preceding him in death are his beautiful daughter, Gina Marie Garrison, his bothers, Sonny and Sweetie, and his sisters, Anne and Audrey. Phillip was a Norfolk native who attended Maury High School where he played basketball and baseball. He had a passion for all sports and went on to coach Azalea Little League for many years. He later became a member of the Tidewater Senior Golf Association. Phillip retired from Norfolk Southern Railroad after 42 years of service. He leaves behind the love of his life, his wife of 59 years, Rose Marie; children, Catherine (Steve) , Danny (Molly), Hank and Tina (Trevor); 13 grandchildren, Mistie, Christie, Robbie, Heather, Breigh, Samantha, Phillip, Ryan, Nikki, Kansis, Jesse, Kaleigh and Gracie; 15 great grandchildren; brothers, Tommy (Marylee), Frankie (Judy); sisters, Snookie and Janet; and numerous extended family and friends. The family will receive friends Friday, August 4, 2017 from 6 to 8 p.m. at Smith & Williams Funeral Home, Norfolk. A funeral service will be held on Saturday, August 5, 2017 at 11 a.m. at the funeral home. Burial will follow at St. Mary's Catholic Cemetery.
