Keeling, 65, for more than fourteen years, a justice of the peace in Norfolk and one of the city’s best known men, died at his home last night after an illness of six months. He was a son of the late David F. and Sarah Johnston Keeling, and was born in Norfolk. His wife died about a year ago and her death is said to have borne heavily upon him, hastening his end. He is survived by a sister, Mrs. Burwell J. Gardner, of Augusta, Ga., a niece and two nephews.
