He was a former engineer of Norfolk Naval Shipyard. He was a son of Albert S. and Mrs. Mary Etta Spence Keeter. Born in Camden, N.C., he lived in South Norfolk 40 years. He was a member of South Norfolk Baptist Church and Berkley Masonic Lodge 167. Surviving are nieces and nephews. A funeral service will be conducted in Francis A. Gay Funeral Home Thursday at 2 p.m. by the Rev. Frank Hughes Jr., pastor of South Norfolk Baptist Church. Burial will be in Magnolia Cemetery.
