Born in Marksboro, N.J., he had lived in Norfolk since 1922. His widow, Mrs. Margaret Herndon Lanning, died in 1961. His parents were Milton R. and Mrs. Elizabeth Budd Lanning. Before coming to Norfolk, he was a member of the New York City law firm of Kirlin, Campbell & Keating. He figured in numerous maritime hearings and was a hearing officer for the Coast Guard 16 years. He was a member of the Virginia State Bar, the Virginia State Bar Association, and the Maritime Law Association of the United States. An Episcopalian, he was a member of St. Andrew's Church, Virginia Club, Norfolk Yacht and Country Club, and Princess Anne Country Club. Surviving are two stepsons, Claude M. Bain of Norfolk and St. John Bain of Cincinnati; a brother, Fred Lanning of Blairstown, N.J.; a sister, Mrs. Wildrick Hulshizer of Franklin, N.J.; and five grandchildren. The body will be taken from H. D. Oliver Funeral Apartments to St. Andrew's Episcopal Church for a funeral service Thursday at noon by the Rev. Beverley T. White, rector. Burial will be in Elmwood Cemetery.
