He was a native and lifelong resident of Norfolk and was the son of the late Freeman Pleasant McGowan and Florence Shand Brandon and was preceded in death by his son, Edward Joseph McGowan, and his loving wife of 53 years, Mary Thatch McGowan. John, retired in 1981 from the Norfolk Police Department as a Lieutenant after 31 years' service and later went to work for Norfolk Naval Shipyard and retired as Chief of Police in December of 1993. He was a graduate of Holy Trinity High School and was a Roman Catholic and a member of Holy Trinity Catholic Church. He was a member of Bayview Civic League, Fraternal Order of Police, both state and local, NARTU, Armored Car Service, FBI National Academy, and the Police Association of Virginia. Survivors include his daughters, Donna McGowan Gatling of Virginia Beach, Kathleen Ann McGowan of Norfolk; his sons, John Freeman McGowan Jr. and his wife Linda of Chesapeake, Michael Jay McGowan and his wife Janell of Norfolk and Patrick Allen McGowan and his wife Anne of Chesapeake, 12 grandchildren and 7 great-grandchildren. The Funeral Mass will be celebrated in Holy Trinity Catholic Church, Tuesday November 22, 2016 at 1:00 pm by the Reverend Father W. Daniel Beeman. Burial will follow in St. Mary's Catholic Cemetery. The family will receive friends in the Norfolk chapel of H.D. Oliver Funeral Apts., Monday, November 21st from 6:00 to 8:00 PM. In lieu of flowers, memorial donations may be made to SpikesK9fund.org or Law Enforcement United of Virginia at leunited- va.org for fallen officers and their families.
