A native of Norfolk, he was employed by the Henry Walke Company until I. Walke Truxton, the head of the company, became City Manager in 1927. At that time, he followed Truxton to City Hall and served as his assistant until April 12,1934. While in the City Manager’s office, McLaughlin’s duties consisted mainly of research work in connection with city finances and budgetary matters. He resigned in 1934 to become secretary of the newly-created State ABC Board, on the recommendation of the first chairman, Maj. S. Heth Tyler. Services praised Chairman John Hardy and Board Members Hunter Miller and R. McC. Bullington, in Richmond yesterday, praised McLaughlin’s service to the agency and said his death “is a regal loss to the Virginia ABC Board, to the board members personally, to the State government and to alcoholic beverage control in the State of Virginia.” A son of the late Richard F. and Mrs. Mary Ann Prince McLaughlin, he studied journalism at Columbia University. Surviving are his wife, Mrs. Louise Frazier McLaughlin; three sisters, Sister Mary Bernard, of Wilmington, N.C., Mrs. J. H. Gregory, of Norfolk, and Mrs. Guy Webb, of Washington, and one brother, R. F. McLaughlin, Jr., of New York.
