Funeral services will be conducted at the funeral home of E. Lee Cox & Bro., 631 Westover Avenue. Captain Milby was a native and lifelong resident of Norfolk, a son of the late James L. and Mrs. Eureka Tompkins Milby. He was appointed a private in the fire department, July 1, 1910 and served until October 9, 1918, when he resigned to enter service in the World War. He was reappointed August 12, 1921, and was promoted to Captain, November 12, 1925 with assignment to Engine Company 11. He was a good fireman and was well thought of in the department, Fire Chief R.S. Baughan said yesterday. Surviving Captain Milby are his widow, Mrs. Jessie Brothers Milby, two sons, Leonard and Edward Milby, all of Norfolk, and a brother L. Hope Milby of Norfolk County. He was buried on May 19, 1933 in Elmwood Cemetery, Norfolk, Virginia. Captain Milby was Captain of the Fairmount Park Fire Station at the time of his death and was highly regarded by the men of his company, brother officers said yesterday.
