She had been in failing health for several years. She had been associated with Max Schwan's for eight years prior to her retirement two years ago. She was a daughter of the late Francis Horace and Mrs. Melissa Snell Phelps. Surviving are three nieces, Mrs. George T. Skinner, Kinston, N.C., Mrs. J.L. Fleet and Mrs. N.C. White, both of Norfolk, and a nephew, William H. Phelps, also of Norfolk. Funeral services will be conducted at the Cox Funeral Home today at 2 p.m. by the Rev. David C. George, rector of St. Bride's Episcopal Church. Burial will be in Magnolia Cemetery. The family will be at 3534 Brest Avenue.
