Mr. Monroe died at the Veterans’ Administration Hospital in Kecoughtan, VA., on December 17. He was a Spanish War veteran and past commander of the Department of the Potomac Spanish War Veterans. He was retired from the Norfolk Navy Yard some 10 years ago, following 34 years of service. The late Mr. Monroe was treasurer of the Norfolk Emancipation Association, a member of the Retired Men’s Union and treasurer of the Deacon’s Union. He was a deacon of Bank Steet Church for a long number of years, a member of the St. Marks and a pioneer in Elkdom in this city. The Rev. E. K. Chappelle officiated at the funeral and floral tributes were numerous. A committee of members of Eureka Lodge along with representatives of other organizations with which he was connected, was at the bier. The deceased is survived by his widow and a half brother, David Peterson, who resides in New York. B. F. King had charge of funeral arrangements.
