He departed peacefully in his sleep the weekend of July 25, 2016. Joe was a graduate of Norfolk Catholic High School and later from George Washington University in Washington, D.C. His early networking skills were tapped into during his employment for the University's Office of Student Affairs. He crafted a career grounded in social change and saw public service as a direct path to changing people's lives. Joe's true passions in community organizing were ignited through an ambitious voter registration project, called FilVote, through the Filipino Civil Rights Advocates (FilCRA) in 1996. His career in politics took him from serving as one of the youngest Executive Directors of the National Federation of Filipino American Associations in 2000, to a state-appointed position on the Virginia Asian Advisory Board from 2009 to 2013. Joe most recently served as the Northern Virginia Regional Director of Constituent Services for Senator and nominee for Vice President, Tim Kaine. Always the consummate statesman, Joe championed social and economic issues ranging from access to health care, voter education, and immigrant rights. His skill for engaging people, whether they were young or old, progressive or moderate, defied convention. It was his belief that by giving emerging electorates a voice, he was instilling his values and love of democracy. Joe is survived by his parents, Jose and Loreto Montano; sister, Amelia (Amy) and her husband, William; and son, Ryan Lopez; his younger brother, Ben and his wife, Loretta and their son, Noah Montano. Joe also has several aunties, uncles, and cousins locally, from coast to coast, and spanning across the oceans to the Philippines. A funeral mass will be held on Saturday, August 6, 2016, 12:30 pm at St. Pius X located on 7800 Halprin Dr., Norfolk, VA 23518. Joe's final resting place will be at St. Mary's Cemetery on 3000 Church Street, Norfolk. Visitation will be at Hollomon-Brown Funeral Home, Tidewater Drive Chapel, 8464 Tidewater Drive, Norfolk, VA 23518 on Thursday, August 4, 2016, 5:00PM to 9:00PM Friday, August 5, 2016, 5:00PM to 9:00PM. In lieu of flowers, a memorial fund has been established in his Joe's honor for funeral expenses, additional money raised will be donated to support the causes that Joe was passionate about.
