Moseley, retired post office employee, died Tuesday night at a local hospital. He was 94 years old. A funeral service will be held Saturday at noon at Grace Episcopal Church. He was the son of William P. and Mrs. Martha Catherine Turpin Moseley of Goochland County, Virginia, but had lived in Norfolk for more than 60 years. His father, a prosperous farmer, was a delegate to the Underwood Constitutional Convention, and represented Fluvanna, Powhatan and Goochland counties in the state Senate for two terms during the Reconstruction period. Mr. Moseley at the age of 13 served as a page boy in the Virginia Senate. He was the last surviving page boy from that era. According to an Associated Press article published in the Virginian Pilot on May 23,1954, Senator Moseley was one of the early advocates of public school integration. “Why not permit Negro and white pupils to go to the same schools,” Mr. Moseley asked a session of the state Senate one June day in 1870. According to the article, the murmurs of dissent quickly multiplied into votes and his proposal was defeated 23 to 6. The General Assembly then enacted the law establishing Virginia’s public school system on a segregated basis which prevailed until 1954. Mr. Moseley was the husband of the late Mrs. Josephine Tucker Moseley. He is survived by six daughters, Mrs. Bessie Wolfe, Pleasantville, NJ; Mrs. Mabel Roscoe, Mrs. Gladys Whitfield, and Mrs. Josephine Young, all of Norfolk; Mrs. Roberta Lucas and Mrs. Margaret Waites, both of New York City. Also surviving are four grandchildren, William R. Lucas, Robert M. Lucas, Alexander Wesley Waites, and Miss Wendy Jo Waites, all of New York City. Mr. Moseley, the oldest member of Grace Episcopal Church, was vestrymen emeritus and a trustee of the church. The family resided at 860 Lexington street for many years. Recently Mr. Moseley resided in the home of two of his daughters at 2832 Beachmont avenue. He was also the oldest member of the Hiawatha Beneficial and Social Association organized in Norfolk in 1873. Mr. Moseley joined in 1896. He also held membership in Eureka Lodge, 626 Church Street. Funeral arrangements are being handled by Hale Funeral Home. Burial will be in Calvary Cemetery.
