A native of Norfolk, she was a member of St. Paul C.M.E., Norfolk, where she was a member of the usher board, Missionary Society, Young's Terrace Community Association Watch Patrol, and a cook. She retired four years ago. She was a member of Clay T. Lassiter Juvenile Class 929 Unit Order of Tents, Lane's Jewels Tent No. 515, past assistant Matron of Alpha Chapter No. 48 O.E.S., Cleopatra Court Daughters of Sphinx, Daughters of Norfolk Civic and Beneficial Association No. 1, past president of Norfolk American Legion Post 5 Ladies Auxiliary. Mrs. Outlaw was affiliated with many organizations presently and in the past. We know she was committed to each organization she served. Survivors include her fiance, Artis E. Forbes; four daughters, Sarah E. Cullen, Sharon M. Webb and Shelia Q. Outlaw, all of Norfolk, Diane G. Johnson of Reston, Va.; three sons, Leroy Outlaw Jr. of Colorado Springs, Colo., Larry A. Outlaw of Norfolk and Allen V. Outlaw of Apple Valley, Calif.; a sister, Willie Mae Taylor; her spiritual sister and best friend, Barbara Lassiter; a brother, Willie H. Moore; grandchildren, Ebony Outlaw, Sharon Lee Webb, Thomas Lee Webb, Leroy Outlaw III, Breon Outlaw, Laquan Outlaw, Victoria Grant, Ebonie Johnson, James Johnson, Serigo Outlaw, Noel J. Cullen; and great-grandchildren, Shanja Jones and Neem Outlaw. Our mother touched the lives of many people. Know that our mother sits with Jesus now. She would want each of us to continue on strong as she encouraged us when she was here. A funeral will be held at 1 p.m. Wednesday in St. Paul C.M.E. Church, Norfolk. A wake service will be held from 7 to 8 p.m. The remains will lie in repose at 10 a.m. Burial will be in Calvary Cemetery . Hale Funeral Home is handling arrangements.
