PARR, VETERAN CITY EMPLOYE, DEAD Superintendent of Municipal Hospital Succumbs To Illness; Funeral Services To Be Held Wednesday Morning; Burial In Norfolk RUDOLPH BARTOL NAMED TO VACANCY James Edward Parr, aged 69, for 28 years superintendent of the Norfolk Municipal Hospital and for 46 years an employe of the City of Norfolk, died early yesterday morning at a local hospital. His assistant, Rudolph Bartol, yesterday was appointed superintendent by City Manager Truxtun. Mr. Bartol has been employed at the hospital for 17 years, the last as assistant superintendent, and has served in almost every capacity there. Mr. Bartol has been a resident of Norfolk for a quarter of a century. Mr. Parr, the son of the late William Parr and Susan Pulley Parr, was born in Petersburg and came to Norfolk at the age of two, remaining here ever since. He married Miss Frances Simpson, who died about 10 years ago. He had been in failing health for the past six months, but had remained at his post of duty until Wednesday of last week, when his condition necessitated his removal to the hospital. Considered Work Trust Through long years of service as superintendent of the Municipal Hospital, Mr. Parr had considered his work as a sacred trust. He always was willing to listen to the sorrows of his people. Surrounded by unfortunates, many of whom were there through no fault of their own, and many not so deserving yet thankful to have the Municipal Hospital as a refuge and as a last resort, it was his often expressed desire and hope that he might be considered by them as a father and not just the superintendent. In this difficult position he spent his life, doing his utmost to cheer the way and to make comfortable the last days of those under him. For many years he was aided by a faithful wife who always was kind and good to the inmates of the home. After her death he continued, striving to make the Municipal Hospital a "home" rather than an institution. How well he succeeded was attested yesterday morning when, at the hospital word of his death began to be whispered from cot to cot and from room to room. Where they, poor, unfortunate, lay waiting the same summons that had come to the head of the home, old women and men, long inured to sorrow and loss, found tears coursing down their cheeks, while in the children's ward, little ones who had known him as their only father, sat in sorrow and silence, not quite understanding, but knowing in some way that something was wrong. Downstairs, his staff attended to their duties solemnly, voicing the opinion that the place could never be the same again. Major Truxtun, after being apprised of Mr. Parr's death early yesterday morning, issued the following statement: "My association with Mr. Parr covering a period of nearly six years will always be a pleasant memory. The city has lost an excellent employe. His loyalty to me and the entire administration was both strengthening and comforting." Mr. Parr is survived by 12 children, Claude J. Parr, Mrs. G.G. Kasbirian, Thomas G. Parr, Mrs. Loretta Smith, William J. Parr, George W. Parr, Mrs. Haywood King, Mrs. Rudolph Bartol, Edward P. Parr, Daniel S. Parr, Mrs. Mae Meixell and Lawrence F. Parr; 18 grandchildren, three great-grandchildren, a sister, Mrs. Walter Liverman and a brother, John Parr. Mr. Parr was a member of the Woodmen of the World and a member of the congregation of St. Mary's Catholic Church. The body will be taken from H.D. Oliver's Funeral Apartments Wednesday morning at 10 o'clock, to St. Mary's Catholic Church for requiem. Interment will be in St. Mary's Catholic Cemetery.
