Phelps, Old Bay Line Official, Dies Final Rites Tomorrow For Commercial Agent Of Steamship Firm William Horace Phelps, 45, of 3534 Brest Avenue, commercial agent for the Old Bay Line Steamship Company, died yesterday at 7:03 a.m. in a Norfolk hospital after an illness of 10 days. He had been associated with the company 27 years. Born in Norfolk County, he had been a lifelong resident of Norfolk and the county. He was the son of Mrs. Lillian McClain Phelps and the late Pegram Lee Phelps. He was a member of the Royster Memorial Presbyterian Church and its board of deacons, the Norfolk and Portsmouth Traffic Club, the Norfolk Chamber of Commerce and the Defense Transportation Association. Besides his mother, surviving are his wife, Mrs. Louray Zimmerman Phelps; one daughter, Miss Pamela Louray Phelps, and two sisters, Mrs. J.L. Fleet and Mrs. N.C. White, all of Norfolk. The body will be taken from the Cox Funeral Home to Royster Memorial Presbyterian Church, where funeral services will be conducted tomorrow at 3:30 p.m. by the Rev. Lynn T. Jone, pastor, assisted by the Rev. Frank Hughes, Jr., pastor of the South Norfolk Baptist Church. Burial will be in Magnolia Cemetery.
