A native of Princess Anne County, he was a son of the late Henry and Mrs. Henrietta M. Phelps. He retired from Virginia Electric and Power Company after 10 years. He was a 47-year member of United House of Prayer for All People and secretary of its Male Usher Board. Besides his widow, surviving are two sons, Hezekiah Phelps Jr., of Norfolk and Carlton Phelps of Nashville, TN; four daughters, Mrs. Lillie Mae Lindsey, Mrs. Beatrice Kearney, Mrs. Eleanor Hyman and Mrs. Celestine Wiggins and a brother, Jethro Phelps, all of Norfolk; four sisters, Mrs. Odell Phelps Wood, and Mrs Irene Simpson of East Orange, NJ, Mrs. Alma Briggs of Philadelphia and Mrs. Jessie Mae Johnson of Norfolk; 31 grandchildren and 18 great grandchildren. A funeral service was held in United House of Prayer for All People by the Rev. M. Johnson. Burial was with full military honors in Calvary Cemetery. Hale Funeral Home was in charge.
