A native of Fall River, Mass., he was the husband of Mrs. Ella Swords Regan and a son of the late Daniel and Mrs. Mary Foley Regan. He lived here 45 years. He retired from the Immigration post in 1952 after 32 years. Later he was a justice of the peace here 10 years until illness forced his retirement. He was a member of Sacred Heart Catholic Church and a former member of the Sacred Heart Holy Name Society. He was a 30 year member of the Knights of Columbus, a charter member of the board of directors and a past president of the Catholic Charities in Norfolk. Besides his widow, he is survived by a daughter, Mrs. Helen R. O'Brien of Mountain Lakes, N.J.; and five grandchildren. A Requiem Mass will be said in Sacred Heart Catholic Church Tuesday at 11 a.m. Burial will be in St. Mary's Cemetery. The Office of the Dead will be said in H.D.
