Sams, associate judge of the supreme bench of this city. Death was caused by diabetes. Judge Sams was born in South Carolina in 1862, and was the son of Rev. J.J. Sams, rector emeritus of Holy Trinity Protestant Episcopal Church, of this city. A man of varied activities, his most notable work prior to his election to the supreme bench was done as president of the appeal tax court of this city, especially in connection with the taxation of public service corporation easements, his work in this direction having resulted in largely increased revenues to the city.
