Mrs. Scarbrough was born in Norfolk and was daughter of the late Peter and Mary Pitts Thomas. She was a member of Basillica of St. Mary of the Immaculate Conception. She taught for 40 years in the Norfolk Public Schools and for six of those years she was on loan to Norfolk State University as the director of the Education Professions Development Project. She was a graduate of Virginia State College and received her Master's degree from Columbia University. She was a member of Phi Delta Kappa National Sorority. She was also a member of Sigma Gamma Rho. She was the Virginia State Sponsor for the Hal Jackson Talented Teens Contest, an annual event that highlights the abilities and skills young African- American women throughout the U.S. Survivors include a daughter, Anne Elizabeth Scarbrough of the Bronx, N.Y.; a son, Norman T. Scarbrough Jr. of Reston, Va.; a sister, Fannie Ramos of Atlantic City, N.J.; and four grandchildren. She will also be sadly missed by devoted and loyal God son, Phillip Brooks. The funeral will be conducted at noon Thursday in Basillica of St. Mary of the Immaculate Conception by Father Walter C. Barrett. Burial will be in Calvary Cemetery . Viewing will be Wednesday from 2 to 8 p.m. in Riddick Funeral Service. Phi Delta Kappa National Sorority will hold a memorial service at 6:30 p.m. at the funeral home. There will also be a Christian wake service at 7:30 p.m. at the funeral home. In lieu of flowers, contributions may be made to the Annabell T. Scarbrough Memorial Scholarship Fund.
