Joseph Riddick Scullion, a Norfolk native whose career with the Coast Guard spanned more than three decades, died Feb. 4, 19888, in a hospital. He was 76. After graduating from Maury High School in 1929, Adm. Scullion studied naval architecture at the University of Virginia and later entered the Coast Guard Academy in New London, Conn. He graduated in 1935 with a bachelor of science degree and was commissioned an ensign. He advanced to the rank of lieutenant, commander and captain and, in 1964, was promoted to rear admiral by President Lyndon B. Johnson. He retired in 1970. During the early days of his career, Adm. Scullion served aboard Coast Guard cutters and later as a navigation instructor at the Coast Guard Academy from 1942 to 1943. From 1943 to 1945, he was executive officer of the cutter Duane, which operated out of Boston on convoy escort duty. His World War II service medals and ribbons include the National Defense Service Medal, United Nations Medal and the World War II Victory Medal. After the war, he reported to Portsmouth as commander of the former separation center there and later became chief of the reserve and auxiliary section at the 5th Coast Guard District headquarters in Norfolk and also served as public information officer there. After a year of study at the Armed Forces Staff College in Norfolk, he was assigned as chief of the War Plans Section, Program Analysis Division at Coast Guard Headquarters in Washington, D.C. From 1957 to 1960, he served as commander of Coast Guard Group, Norfolk, and as captain of the port of Norfolk and Newport News. His last assignment before being appointed rear admiral was as chief of staff of 17th Coast Guard District in Juneau, Alaska. Adm. Scullion lived in the 500 block of Edwin Drive and was the widower of Frances Lawler Scullion. Survivors include a daughter, Martha S. Prosser of Woodbridge, Va; two sons, John B. Scullion of Chesapeake and Joseph R. Scullion of Mathews, Va.; a brother, William J. Scullion of Norfolk; and four grandchildren. A Mass of the Resurrection will be celebrated at 10 a.m. Monday at Sacred Heart Catholic Church, Norfolk, by the Rev. John J. Dorgan. Burial, with military honors, will be in St. Mary's Cemetery, Norfolk. A Christian prayer service will be conducted at 7 p.m. Sunday in H. D. Oliver Funeral Apartments, Norfolk.
