Mr. Seddinger had been with the local department since the first year of its organization in 1872, or forty-three years. He entered the ser­vice as an engineer and has held this position ever since he came to Nor­folk. He saw the development of the local fire service from the days when it was only a small one-horse affair to the present time of gasoline trucks, extensive hook-and-ladder appliances and high water pressure capable of throwing streams of water a hundred feet in the air. Mr. Seddinger was the dean of his department and was highly regarded both in his official and personal ca­pacity by all his associates. He had a wide acquaintance in Norfolk, espe­cially in the city official circles. Mr. Seddinger had been in failing health for the past year and his last illness was of two and one-half weeks duration. He is survived by one son, William A, Seddinger, of this city; three sisters. Mrs. Elizabeth Dey, Mrs. Maggie Chester and Mrs. R. E. Lin­der, all of Philadelphia; one brother, John Seddinger, of California, and one grandchild, William Consolvo Seddin­ger, of this city. A paid department was organized in Norfolk in December, 1871. There had been two volunteer fire companies previous to the organization of a paid company, but bitter feeling was engendered be­tween these by competition for favors from the fire committee, and late in 1871, a riot took place between the factions which resulted in the killing of several and the wounding of many. The councils immedi­ ately decided to abolish the two volun­teer organizations and to establish a paid company, of which Mr. Seddinger was among the early members.
