Mr. Shannon, a native of Charleston, S.C., had retired from Norfolk Naval Shipyard as a civil engineer after 42 years. He attended Virginia Tech and the University of Virginia. He was a member of Blessed Sacrament Catholic Church and Knights of Columbus. He was a member of the board of directors of the International Seaman’s House, where he also worked as a volunteer. He also was a volunteer with Meals on Wheels. Survivors include his wife, Blanche Saunders Shannon; a daughter, Susan S. Layton of Norfolk; a son, Joseph Terry Shannon of Portsmouth; a sister, Agnes Congleton of Norfolk; six grandchildren; and two great-grandchildren. A Mass of the Resurrection will be offered at 11 a.m. Monday in Blessed Sacrament Catholic Church by the Revs. Thomas Nee, J. Michael Breslin and James Dorson. Burial will be in St. Mary’s Cemetery. A Christian wake service will be held at 7:30 p.m. Sunday in H. D. Oliver Funeral Apartments, Norfolk. The family will receive friends at the funeral home after the wake service.
