She was the daughter of the late Charles F. and Katherine B. Pilley and the widow of the late Elihu M. Shepard. Among her survivors are her sons, Allen W. Shepard and grandsons Nicolas and Joseph of Chesapeake, Virginia; CAPT Steven B. Shepard, USN and his wife, Sandra, and two grandsons, James and Jack of Fairfax, Virginia. Mrs. Shepard, a graduate of Maury High School and Virginia Commonwealth University with a degree in drama, had served as local, state and national president of law spouses organizations. She was a former member of the Daughters of the American Revolution, a member of Pickett-Buchanan Chapter, United Daughters of the Confederacy, the Virginia Production Alliance, the National Press Club in Washington, DC and the Virginia Writers Club. As president of Shepard Travel & Seminar Consultants. Ltd., she led many domestic and international tours. She is well-known for her local performances in television series and commercials. Additionally, she is known for the classes she has taught and the workshops she has led. She spent many years as a professional freelance photo/journalist and advanced writing instructor. She most recently worked as the services coordinator for Tucker House. The family will receive friends at a visitation this Friday, March 3rd 2017, from 6:30 to 7:30 p.m. at the Norfolk Chapel of H. D. Oliver Funeral Apts. Charlotte's life will be celebrated at Christ and St. Luke's Episcopal Church, 560 West Olney Road, Norfolk, VA on Saturday, March 4, 2017 at 2:00 p.m. and burial will follow at Forest Lawn Cemetery. In lieu of flowers, please make memorial donations to the SPCA or a charity of the donor's choice.
