Mr. Smith was an attorney and partner with the Chesapeake law firm of Outland, Gray, O'Keefe, and Hubbard, since 1980. Prior to that time he served as a lieutenant in the United States Navy, Judge Advocate Generals Corps. He is a graduate of Norfolk Academy, Washington and Lee University, University of Virginia School of Law, and received his Masters of Law in Taxation from Georgetown University Law School. He was the current president of the Chesapeake Rotary Club, served on the board of directors of the Chesapeake Y.M.C.A., and was active as a coach in the Norfolk Youth Soccer League. He was also a member of the Episcopal Church of the Good Shepherd, the American Bar Association, the Virginia State Bar, the Virginia Bar Association, the Norfolk-Portsmouth Bar Association, the Chesapeake Bar Association, the Federal Bankruptcy Bar Association, the Tidewater Estate Planning Council, the Hampton Roads Tax Forum, the Norfolk Yacht and Country Club, and the Norfolk Assembly. Mr. Smith was born at the Quantico Marine Corps Base, and was the son of Louise Outland Smith of Norfolk and the late Col. John L. Smith, United States Marine Corps. He is survived by his wife, United States District Judge Rebecca Beach Smith, two sons, John Lucian Smith III and Clarke McIntyre Smith, and his mother, Mrs. Smith, all of Norfolk; a sister, Dr. Caroline Smith Wilson of Charlottesville; a brother, Owen Ballard Smith of Brunswick, Maine; an aunt, Nancy Outland Chandler, and an uncle, Grover C. Outland Jr., both of Norfolk; and numerous other aunts, uncles and cousins. Cox Funeral Home of Norfolk, Virginia is handling arrangements. The family will be at the funeral home from 7 to 8 p.m. Monday. The funeral will be held at noon Tuesday, Nov. 23, 1993, at the Church of the Good Shepherd, North Shore Road, Norfolk. Burial will be private. Memorial donations may be made to the John L. Smith Jr. Memorial Fund of Norfolk Academy, 1585 Wesleyan Drive, Norfolk, Va. 23502.
