He was the son of Mr. and Mrs. Frank L. Smith Sr. and the husband of Mrs. Leslie Mae Riddick Smith. A native of Portsmouth, he lived in Norfolk 17 years and was employed by the Norfolk Post Office 12 years. He was a veteran of World War II and a member of the Postal Alliance, the Neighborhood Civic Organization, and New Central Baptist Church. Besides his widow and parents, surviving are one daughter, Miss Leslie Elaine Smith of Norfolk; three sisters, Mrs. Thelma Ruffin and Mrs. Elaine Busch of Philadelphia and Miss Hazel Smith of Teaneck, N.J.; and four brothers, Frank L. Smith Jr. of Minneapolis, Vernon B. Smith of Norfolk, Emmerson R. Smith of Portsmouth and Sherman W. Smith of Los Angeles. The body was taken to Pretlow's Funeral Home.
