"Joe" was born Mar. 4, 1916 in Norfolk and grew up in the Granby, Church, and Mariner street area. Joe was a devoted son of his mother, Quillen Smith, and would not marry Miss Margaret until his mother passed away. Joe was a man of commitment and his marriage to his beloved Margaret lasted for almost six decades. Joe loved and served his country all of his life. He was an underage service member who ran away from home and joined the military for a few months until his young age was discovered. After being sent back to Norfolk, he later served as a corporal in the U.S. Army during World War II in Genoa, Italy and was a disabled American veteran as a result of a war related injury. After leaving the Army, Joe became a civil service employee of the Department of the Navy at the Naval Supply Center for more than 30 years, retiring on April 9, 1973. Joe, a member of Queen Street Baptist Church, felt that God was in all people and made no distinctions. He is remembered for taking excellent care of Miss Margaret during her lengthy illness, including taking her in a wheelchair to Saturday Mass at the Basilica of St. Mary's of the Immaculate Conception, where they had been married Jan. 19, 1944. Although Joe was Baptist, he attended St. Joseph's High School, where he met Miss Margaret. Joe was a Past Most Worshipful Grand Master of Norfolk New Light Lodge No. 196, AF&AM Prince Hall Masons. He also was a highly skilled bartender at the Lafayette Yacht Club. Joseph leaves behind a host of friends including Karon, Ulysses, Shameka and Derek Hardy, Alexis Perry, Howard Marx and family, Father Thomas J. Quinlan and the loving staff of Norfolk Health Care. A memorial service will be held at St. Mary's Catholic Cemetery on Church Street at 1 p.m. Friday. In lieu of flowers, it is requested that donations be made to Queen Street Baptist Church, 413 East Brambleton Ave., Norfolk, VA 23510. Metropolitan Funeral Service is taking care of the arrangements.
