Mr. Spencer was a native of Norfolk. He was a graduate of Maury High School, The University of Virginia and attended Cornell University. He was a distinguished veteran of World War II. Mr. Spencer was the founder and president of Eastern Cement Corporation of Palm Beach, FL, the oldest continuous international cement importer in the United States, an industry in which he pioneered many new techniques. He was the recent recipient of the lifetime achievement award by the Florida Concrete and Products Association. He was a philanthropist and active in the Palm Beach community. Survivors include his loving sister and brother, Doris Spencer Morrison of Norfolk and Gilbert Spencer of Fort Lauderdale, FL; and nieces, Susan Quate of Virginia Beach, Wendy Lance of Ellicott City, MD, Allison Kuehn of Birmingham, AL, and Leslie Spencer of Tampa, FL; and several grand-nieces and-nephews. A private family service will be conducted. The family will be at the residence of Dr. and Mrs. Larry Quate, 1512 Duke of Windsor Road, Virginia Beach, Wednesday evening, Dec. 6, 2000, through Sunday, Dec. 10, 2000. H. D.
