Mr. Taylor, a native of Norfolk, was an instructor at the U.S. Army Logistic College in Fort Lee, Va. He wrote and starred in a video for the Department of the Army titled ``The Philosophy of Total Quality Management,'' which was endorsed by the Department of Defense and has received international recognition. He was a graduate of Norview High School, where he played varsity basketball. He received his bachelor's degree in business administration from the University of Maryland and received his master's degree in public administration from Virginia Commonwealth University. He was an Army veteran and a major in the Army Reserves. He was a member of Omega Psi Phi fraternity and First Baptist Church, Bute Street. Survivors include his wife, Lillian V. Taylor; two sons, Aaron P. Taylor and David J. Taylor, both of Richmond; his mother and stepfather, Dr. Evelyn S.T. Peevy and Goldman Peevy, both of Norfolk; his father, Harry W. Taylor Jr. of Norfolk; and two sisters, Eunice Taylor-Joseph of Norfolk and Patricia A. Taylor of Miami. The funeral will be conducted at noon Tuesday in First Baptist Church, Bute Street, by the Rev. Robert G. Murray. Burial will be in Calvary Cemetery . Viewing will be from 2 to 8 p.m. today in Riddick Funeral Service, where friends may join the family from 7 to 8 p.m. and other times at 5313 Halter Lane. The body will be placed in the church at 10:30 a.m. Tuesday.
