A native of Norfolk, Elaine attended public schools in Norfolk. She retired from civil service in 1996 as a dietician in the nursery of Little Creek Amphibious Base after 18 years of service. She was a member of Garrett Community Baptist Church, Norfolk, where she was a Deacon; president of The Emergency Club; treasurer of The Prayer Band; member of Women's Christian Service Council, Emma Paul Missionary Circle, Annie B. Mouring Tent No. 607 and Lois P. Cason Tent No. 787. Survivors include two daughters, Deborah Washington of Portsmouth, and Melinda Washington of Norfolk; three sons, Charles Washington, Milton Washington, both of Norfolk, and Kenneth Washington of Portsmouth; her father, Callay T. Fitzhugh of Virginia Beach; a sister, Dolores F. Eure of Portsmouth; four grandchildren, Desharn Washington and Lamont Washington, of Portsmouth, Brandon Washington of Norfolk and Erica Washington of Portsmouth; two great-grandchildren, MaKayla Earl of Portsmouth and LaJewel Wray of Hampton; a brother-in-law, Albert S. Eure of Portsmouth; maternal aunt, Jessie Outlaw of Jamaica, N.Y.; and many paternal family members and friends. She was predeceased by her mother, Ruth P. Edwards; and her grandparents. A funeral will be at 1 p.m. Friday in Garrett Community Baptist Church by Bishop Johnnie L. Reid. Burial will be in Calvary Cemetery , Norfolk. The family will receive friends from 6 to 9 p.m. Thursday at 1513 Cavalier Blvd., Portsmouth. Hale Funeral Home, Norfolk, is in charge.
