Mr. Watts was born in Norfolk. He had retired from the U.S. Postal Service, Washington, D.C., as a supervisor after 30 years. He was a member of the Basilica of St. Mary of the Immaculate Conception. He was an Army veteran of the Korean War and was the widower of Geraldine H. Watts. Survivors include a son, Victor F. Watts of Philadelphia; his mother, Teresa B. Watts of Norfolk; four sisters, Ann W. King, Teresa Brickhouse and Angela Leary, all of Norfolk, and Jean W. Whidbee of Greensboro, N.C.; three brothers, Clarence A. Watts Sr. and Eugene F. Watts, both of Norfolk, and John B. Watts of Hampton; and two grandchildren. The funeral will be conducted at noon Saturday in the Basilica of St. Mary of the Immaculate Conception by the Rev. Lloyd Stephenson. Burial will be in St. Mary’s Cemetery. Viewing will be from 2 to 8 p.m. Friday at Riddick Funeral Service, where friends may join the family from 7 to 8 p.m. The family will assemble at 5521 Berry Hill Road for the procession.
