He was a case worker for the Norfolk Child and Family Welfare Services 15 years. A native of Norfolk, he was a son of the late Walter H. and Mrs. Laura Sheppard Webb. He graduated from Booker T. Washington High School, took and A.B. degree from Virginia Union University and an M.A. degree from Atlanta University, attended Howard University School of Social Sciences, and did graduate work at the University of Chicago and Columbia University. He was secretary of the Stewards Board and a member of the Chancel Choir of St. John's A.M.E. Church and a member of Kappa Alpha Psi fraternity and YMCA. He was a World War II veteran. Surviving is a brother, Dr. Joseph A. Webb of Norfolk. A funeral service will be conducted Saturday at 2 p.m. in St. John's A.M.E. Church by the Rev. A.R. Powell. Burial will be in Calvary Cemetery with Chatman funeral Home in charge. The family is at 811 E. Indian River Road.
