Mr. Windbush had retired from a job in the Public Works Department for the city of Norfolk. He was a member of Freedom Church of God in Christ. Survivors include his wife, Daisy Lee Windbush; a son, Roosevelt Smith of Philadelphia; a stepdaughter, Gertrude Windbush of Norfolk; two brothers, James Windbush of New York and Calvin Windbush of Baltimore; and three grandchildren. The funeral will be held at 12:30 p.m. Monday in Hale Funeral Chapel. Burial will be in Elmwood Cemetery.
