A native of Amelia County, he had retired as superintendent of recreation for the city of Norfolk. He was the bureau’s first black superintendent. Wingo attended Hampton Institute Academy and Virginia Union University and received his bachelor of science degree from Virginia State College in Petersburg and his master of arts degree from the University of Michigan. He was a former principal of Peabody High School in Petersburg. After being honorably discharged from the Army as a second lieutenant in 1942, he became personnel director of the National Youth Administration at Virginia State University. During World War II he was employed by the United Service Organizations and directed the old Smith Street USO in Norfolk until 1948, when he was hired as a city recreation supervisor to work specifically with blacks. He became assistant superintendent of recreation in 1970. In 1971 he was appointed superintendent of the Norfolk Recreation Bureau, the first black to head a major bureau in Norfolk. He has received many honors and awards from such groups as the Norfolk Journal and Guide, National Recreation Society, Virginia Recreation and Parks Society, Daughters of Norfolk, WRAP radio station, Norfolk Redevelopment and Housing Authority, First Baptist Church, Chi Beta Chi Club and the Hunton YWCA. His achievements included having the city accept the Smith Street USO as a recreation community center for blacks, the only public meeting place for the large community groups in the city, prior to the construction of Charlotte Street Recreation Center. Wingo founded the Norfolk Youth Good Citizenship Honor Roll and sponsored the building of the R. H. Bowling Educational Center and the Home for the Aged on Park Street. He organized the Senior Citizens Program and founded the Norfolk Recreation Workers Association and the Fun for Girls Movement. He was the first black vice president of the Virginia Recreational Association and in 1950 attended the White House Conference on Children and Youth. Wingo was a member of First Baptist Church, Bute Street, and chairman of its trustee board. He was also a member of the advisory board for the National Recreation Association; the Norfolk Redevelopment and Housing Authority; Bo-Twenty Club of Petersburg; Chi Beta Chi Club; and Phi Beta Sigma Fraternity. Survivors include his wife, Emma Lee Pegram Wingo, a daughter, Gloria W. Wallace, a brother, the Rev. James Page; and two grandchildren. A funeral will be held at 2 p.m. Thursday in First Baptist Church, Bute Street, by the Revs. Jackson Brown, Joseph Green and Herbert C. Hill. Burial will be in Calvary Cemetery, with Hale Funeral Home in charge. The body will be in the church at 11:30 a.m., Thursday. Memorial donations may be sent to the building fund of First Baptist Church, Bute Street, or to the American Heart Association.
