Wolcott of Shirland Avenue died Sept. 6, 1999, in Sentara Norfolk General Hospital. Mr. Wolcott was a native of Norfolk and was the son of James Mounts and Nannie Baylor Wolcott. He was a graduate of Maury High School in Norfolk, Hampden-Sydney College in Hampden-Sydney, Va., and University of Virginia Law School in Charlottesville. He was admitted to the bar in 1949, the United States District Court and the United States Court of Appeals (4th Circuit) in 1949. He was chairman of the Norfolk Rent Control Board from 1951-52; commissioner in chancery, Norfolk Circuit Court; the city of Norfolk divorce commissioner, and a substitute judge for the Norfolk General District Court. He was president of Wolcott, Rivers, Wheary, Basnight and Kelly, P.C. regional director of CS/Sovran Bank, Norfolk, and president of Eastern Carolina Farming Corp., Currituck County. He was general counsel and past president of Hampton Roads Naval Museum, and a member of Nauticus Advisory Board. He served aboard a sub chaser in World War II and retired as a commander in the Naval Reserve. He was a member of the American Bar Association, Virginia State Bar Association, Virginia Beach Bar Association, and the Norfolk Portsmouth Bar Association; Omicron Delta Kappa, The Church of the Good Shepherd, and the Norfolk Yacht and Country Club. Survivors include his wife, Clara Mitchell Wolcott of Charlottesville; three children, Dr. Anne Garnett Wolcott of Virginia Beach, Edward W. Wolcott Jr. of Norfolk and Brooke Wolcott Sullivan of Kitty Hawk, N.C.; four grandchildren, Sarah and Gordon Wolcott of Norfolk and Mark and Allison Sullivan of Kitty Hawk; and a brother, Dr. James M. Wolcott Jr. of Norfolk. A graveside service will be conducted at noon Thursday at Elmwood Cemetery by the Rev. Ross McGowan Wright.
