Dear Sir or Madam:

     Replying to your letter of 18th in regard to your pension claim.  The claim 
has been examined and allowed but it cannot be paid this year because the 
appropriation made for pensions has been exhausted.  Regretting that the 
information has to be as stated, I am, yours respectfully, (cannot make out 
signature)
