I  do with the advice of Council hereby certify that John Skaggs late a private 
in the Virgina State Line and was disabled in the service of the Commonwealth is 
put on the pension list with an allowance of eight pounds yearly; which 
allowance is accordingly made him to commence from the fifteenth day of December 
1791.  Given under my hand as Governor of the Commonwealth of Virginia, at 
Richmond, this 11th day of October 1792.
